Most IT will warn against just formatting the drive because that does not actually erase any data, just the access table.
DBan will clean data from the drive and is free, just research how to use it and then reinstall Windows or whatever OS you are including or just leave the drive blank.
According to the spec page for that model, it came with Windows 10 Home in S mode. Not the most favorite OS.
Software page indicates you can use the HP Cloud Recovery Tool. Make the USB to run the HP Recovery before wiping the hard drive, then wipe the drive with DBan, then run the recovery if you wish to return it to factory settings and want to go the trouble.
