I boot my computer on a Friday afternoon, and it booted to "PXE Boot" and the BIOS didn't even recognize the eMMC built in storage so I got my external HDD and used it as internal but I want an OS on it, so can you make it as straight forward as using something like Rufus to capture the ISO on a USB and installed with it? Or maybe a utility for that?

You can use the HP cloud recovery tool and another PC to make a bootable USB recovery drive:

 

Here is an info link for how to use the utility.  You will need a 32 GB USB flash drive for this.

You can download the software from the Microsoft Store.

 

HP Cloud Recovery Tool - Free download and install on Windows | Microsoft Store

 

Since you have to use the software on another PC to create the recovery drive, you will have to enter the PC's product number in the tool's search window in order to proceed.

 

Your notebook's product number is 5T9T6UA#ABA
