HP is removing cloud recovery for many systems over 5 years old. The actual wording is a limited time after the warranty expires. You may want to go here and get a copy of your cloud recovery before it is too late.

You can install windows 10 using Microsoft tools and, if needed, obtain any missing drivers from HP.

If your system is working you can do a reset of windows 10 and preserve your files. Read this first and then watch this video to see how to do it.

If your system is not working then you must use another PC and create a windows 10 installation USB. If your PC was licensed for windows 10 home then be sure to install the home version of 10 (or 11 if compatible)

 

It would be useful to know the product ID or model of your laptop. 

Also Ubuntu is a good OS if you do not want windows.

 

If you bought a new or replacement disk drive I recommend you just clone the old disk to the new one.
