I am unable to boot from bootable USB. I have made my USB bootable by rufus but after selecting it in the boot menu it shows no bootable drive found. Is there any way to install windows 10 via USB?

The problem might be with the USB flash drive and the way it was made. Microsoft Media Creation tool will make a Windows 10 install for you that we use.
If you need the install media for Windows 10, you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. That link is for the USA, so you might need to search for the one in your region.
You might be able to use the HP Cloud Recovery Tool and it will have all the drivers for your model PC but it is not as straight forward or as easy to get as the Microsoft tool.
