Cannot turn on as operating system is not installed

Thanks for posting your question. I'm here to help you get things back on track.

If your HP Notebook shows a message like “Operating System not found” or “No bootable device”, it means Windows is missing or corrupted. Here's how to resolve it:

 

Option 1: Install Windows Using HP Cloud Recovery Tool (Recommended for HP Factory Image)

If your notebook supports HP Cloud Recovery, this will reinstall Windows along with drivers and HP software.

Steps:

Option 2: Install Windows Using Microsoft Media Creation Tool

If HP Cloud Recovery isn’t available, you can install a fresh copy of Windows.

Steps:

  • On another PC, go to: Download Windows 11
  • Use the Media Creation Tool to create a bootable USB (8GB or more).
  • Plug the USB into your HP Notebook, press Esc > F9, and boot from USB.
  • Follow the installation steps. You may need to delete existing partitions during setup.

Additional Notes:

  • If your notebook came with Windows pre-installed, the license key is embedded in the BIOS and will activate automatically.
  • After installation, use HP Support Assistant to install drivers: HP Support Assistant | HP® Support

Thanks so much for your detailed answer, I appreciate the effort you put into this. Unfortunately I do not have access to any other computer, I did try at local library but they do not support this. I don't understand how this has happened but I have tried with other things which have not worked. I am very disappointed as it is only 2 years old and has not been used very much. So if anyone has any other options I'd love to hear. Thanks so much again for responding.
