I have the same problem also.
I made the mistake of reinserting my old nvme drive into the laptop at the same time as my new upgraded nvme drive and it corrupted something. Now the laptop (HP Victus 16 Intel 11th gen) won't even go into Windows 11 recovery anymore and automatic recovery always fails. The only option left is to do a fresh installation but I cannot because I don't have the required proper Intel RST drivers! I also do not have access to any HP USB Recovery tool either and I'm running linux right now just so that I can type this message. and HP's support of enrolled UEFI keys is abysmal, it never remembers the enrolled keys!!!
The Windows 11 bootable iso just shows a message which suggests that it cannot find any new devices when using the provided Intel RST drivers, despite installing sucessfully inside of WinRE installation environment. I can access the windows installation after I click to close the window after trying to install the Intel RST drivers and drop to console but no commands to repair the installation work anyway so its pointless!
Ventoy USB drives also become corrupted after you reboot on these laptops, First it was a partial corruption that affected only the Ventoy partition, now its both partitions! All of my recovery ISOs are now gone.
No amount of windows console commands work, NOTHING WORKS!
I have a brand new $1400 gaming laptop that cannot play games unless its under Linux!!!
HELP!!!! HP have turned my laptop into a paperweight!

Its ok. I resolved the issue completely.
I discovered the correct Intel RST driver was categorized under Windows 10 instead of Windows 11 when you choose which operating system to use in the support drivers section.
Everything has been resolved now and my laptop is currently working.
I do apologise for any misprepresentations made.
Please delete all of the posts related to this matter.
