Trying to load windows 10 from a USB at startup onto a cleaned HD. I downloaded the iso from Microsoft and I formated and loaded the USB using Rufus. I get stuck on startup at "starting NTFS partition service" help please

The message you posted shows that it is probably not booting from the USB with Windows.
I can see GRUB which is the Linux bootloader. Windows has nothing to do with GRUB.
Make sure you download the Windows 10 ISO and re-create your pendrive with Rufus.
- ensure that you select GPT partition scheme (not MBR)
- ensure that you have selected NTFS as file system
When ready, plug in the pendrive to the PC (which the PC is turned off).

Start the computer by pressing the power-on button once.
Immediately begin hitting the Esc button repeatedly (like tap-tap-tap) until you see the HP Start up menu appear
Once it is there, select/press F9 to open the Boot menu
Using the keyboard, select/highlight your pendrive with Windows and hit ENTER

If all is good with the pendrive and bootable mode, it will boot to the Windows installation screen.

Well, it's either not booting from the flash drive, or it tries to boot from it but the drive is not ok.
Could you re-read again my instructions and ensure you follow the steps during the boot process (Esc/F9) ?
Please, use your camera or smartphone and create a video showing exactly what you do and what happens with regards to booting from the drive. Upload that video on your cloud drive or some popular file sharing service (e.g. wetransfer). Thanks
