I just attempted to do a factory reset on said laptop. As soon as I tuned on the system, I repeatedly began pressing F11 to enter system recovery mode as stated to do on other threads. The laptop froze soon after and has been on this screen since. Is it safe to power it down at this point? If not how do I start over and make it work and why would it have done this in the first place?

First off, it doesn't help when you provide inaccurate information. Your post says you're running Vista -- but the screen you show only displays on Win8x or newer Windows versions. So, most likely, you are running Win10, not Vista.
Second, WHY did you try to do the factory reset in the first place? This is not a fix-all, and if you were having problems indicating of a failing drive, forcing a reset will only make the matters worse.
Third, as to why the reset would hang? A failing drive will cause such a situation.
We can proceed when you provide the information.

I stated it was Windows Vista because of the Windows Vista sticker on it (how foolish of me to assume it had Vista.) About a year ago, I was helping a guy I went to church move. He had recently retired and was moving back to his home state TX. He was just going to throw this laptop away and asked what was wrong with it and he told me nothing, just didn’t need it anymore cause he upgraded to an IMac an I could take if I wanted so I kept it. Until yesterday, I hadn’t ever tried powering it up or anything. When I did it booted up just fine but there was a user login password required. I tried getting ahold of the guy that gave to me as obviously that would the easiest solution to open the unit up but was unable to contact him due to his cell number being disconnected since his move. After serching online for hours, I determined my best option was to run a system restore being that I do not have access to another computer to do the usb thing that was also another option that was conciderd. I have not messed around with it and it is still frozen at the same point as when I made the original post. Can it be fixed? I am a carpenter not an IT guy so please lose the sarcastic attitude, thanks.
