For the last 3 months or so my brand new laptop, I bought it Thanksgiving 2019, has had extremely slow shutdowns and restarts, and if the computer goes into sleep while the screen is open it takes a long time to wake up. On shutdown and restart the screen goes black pretty quickly but the power button stays illuminated for close to 2 minutes. I assume whatever the hard drive is doing on shutdown also applies to my wakeup from sleep issue. If I close the lid and reopen is quickly because I forgot something the screen stays black for close to 2 minutes. I have also recently started having issues where when my computer comes out of sleep the sounds will occasionally not work and I have to restart the computer to get the sound working again. I've run all the troubleshooters for both issues and nothing is found. When there is no sound the troubleshooter doesn't even recognize there's no sound.
For the shutdown issues I have tried:
- Installing the latest Windows updates
- Disabling fast startup
- Changing \HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management and Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control
- Resetting the power plan
- Running DISM and SFC utilities
- Updating display drivers
None of these things have made a difference. I am very frustrated with this basically new computer that has had issues almost since I got it.

@sharbear18 Run the build in Power troubleshooter by following steps below and let windows to check and fix the problem preventing windows shutdown properly.
- Press Windows + I to open settings
- Click on Update & security, Then Troubleshoot
- Here from the middle panel scroll down and select Power
- Run the Power troubleshooter
- This will start to diagnose your computer’s power settings and make the correction if needed.
- Once the process completes restart your PC and check if this helps.
If the issue persists, here's what you need to know and do:
Microsoft has confirmed that there’s a new bug which will affect your computer shut down process slowly. The bug in the USB Type-C Connector System Software Interface (UCSI) software may cause a 1 minute delay for Windows 10 to shut down.
Note: This bug only affects with Windows shut down, won’t influence normal functionality on your computer. And it will work normally after restarting the system.
The solution for this bug is very simple.
Disconnect your USB Type-C devices before you shut down your computer. So this bug won’t affect your shutdown process.
If your Fast Startup is enabled, when you shut down the computer, you may encounter slow shutdown or back to the Windows Lock Screen.
Fast Startup is supposed to reduce startup time by pre-loading some boot information before your PC shuts off. But when it’s enabled and you shut down the computer, all sessions logged off and the computer enters hibernation. This feature may slow down shutdown speed for your computer.
To solve it, you can simply disable the Fast Startup.
- Press the Windows logo key + Pause and click Control Panel Home.
- Change View by Large icons and click Power Options.
- Click Choose what the power button do.
- Click Change settings that are currently unavailable.
- Make sure you uncheck Turn on fast startup (recommended). Then click Save Changes.
- Reboot your computer to apply the changes.

@sharbear18 If none of that worked, we may need to create a new user account and check if that works any better, if the issue persists, please backup all your personal data into an external storage device and perform a system reset: click here for steps.

I think your problem lies with hardware and this is not software related issue. Have you ever seen taskmanager of your system? In many cases your hard drive utility is 100% and as a result system became very slow. In this case you need to upgrade hard disk to SSD.

I spoke with an agent via chat a couple of months ago when this issue first started and they ended up having me do a system reset and the problem still exists. I really don't want to do that again. Is there any chance a new user account would work better if the system reset didn't fix the problem?

I had a problem where my notebook wasn't waking up from sleep mode. I deleted the hundreds of downloads from its folder and emptied the recycle bin. I also found 9 GB of pictures on the desktop; moved them off desktop. Problem solved.
