HP Chromebook 14

My daughter's laptop keeps flashing "Your system is applying a critical update", then does over over and over again. I cant even get the home screen to show, wont even accept the whole recovery process. Nothing at all. Can someone please help me out or point me into the right direction to get this fixed. She really  needs this, to do her homework. Since the whole quarantine (no school) situation.

You mentioned above your PC uses Chrome OS. If this is the case, follow the official Google steps to reinstall Google Chrome OS on this PC >> https://support.google.com/chromebook/answer/1080595?hl=en
