HP Recommended

I have a 17-cn300 that will not program. The laptop has 2 slots internal m.2 SSD and a SATA when i install a hard drive in either slot it says install a OS on your drive. the drives i have installed some already had a OS on them and some not. i have tried 6 or 7 different drives. Now with the drive installed, i get a message saying that the drive installed has failed everytime. i have tried to do this with a external drive also with the same results. i have worked on laptops for 15 years and have never come across a problem like this before. also i tried to reinstall the BIOS no go.
