Operating System: Microsoft Windows 10 IOT

My computer freezes at the hp screen and says wait i dont have money to repair mu computer and i relly like my computer please tell me how to fix it and sometimes my pc crashes and blows air out and in out and in. It does it like 8 times a row and my power on button shows light and off
