Hi.
The laptop needed to have a factory reset applied. After a very, very long period of time, it's settled into a loop where it restarts, an "Installing Windows 64%" screen appears, then it reboots again. This repeats endlessly.

with the answer suggesting that a system recovery take place.
As the system is now looping, with no OS to boot into, it's unclear how this answer could have resolved the prior case.
How can one download the factory image for a HP laptop? If HP doesn't make this option available, should a plain version of Windows from Microsoft be installed? Is a license key still necessary to do so? Where is the license key for the laptop - it's not affixed to the body of the laptop, as used to be done.

Hi:
Use the HP cloud recovery tool to create a bootable USB recovery drive, that will restore your notebook's hard drive to its 'out of the box' condition.
Here is an info link for how to use that utility...You will need a 32 GB USB flash drive and another working Windows PC.

The W10 product key is in the BIOS. You don't need it to reinstall W10.
If that method doesn't work, you can also do this...
Clean install W10.
Clean install W10 by making a bootable W10 installation flash drive using the media creation tool at the link below.

After W10 has completed installing, you can install the drivers and available software from your PC's support page.
