Laptop been on one. while troubleshooting found a CIA labeled file, I open, an FBI prog/coding popd

what's up with my HP laptop, and these files I've found what is this, what's it do or allow to be done on my hp? here a sample of what I found under the CIA labeled file that opened up into an FBI file of coding, programing or what ever this is. Real help anyone
