Over the weekend I did a factory reset on my computer, but when it got to the point wherein it supposed to reinstall windows it cut off. I did not touch the computer so I don't know why it cut off. Then when I turned it back on, it resumed saying preparing then it stopped and a box pops up saying: "The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install Windows, click "OK" to restart the computer, and then restart the installation." But when I clicked it, that did not work and I kept seeing the same message over and over again. So what can be done? Emanuel T. I. Joseph II

I can certainly understand the desire to do factory resets -- given the prevalent view that such an action, though extreme, will fix a variety of mysterious problems and return a troublesome PC to working condition.

Problem is -- that very often is NOT the case and if there is any hardware issue at all, which is nearly always the cause with a SLOW PC (which is why most folks do the factory resets), you end up trashing your PC and rendering it useless. So, you trade a SLOW PC for a non-working PC. Not a good trade -- and certainly not what you intended.

So if your PC was running real SLOW, or apps are not launching, then let's check for the drive failing, if your PC is new enough to support UEFI, you can use these steps to test the drive: http://support.hp.com/us-en/document/c00439024

If not, you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu
3) press the Function key for testing the hard drive (usually F2) and let it run.

If the test will not run or if it fails, that indicates that your drive has failed and would need to be replaced.

If the test passes, then report that back here and I'll provide information on steps you can take to restore Windows to your PC.

This process you're asking me to go through (testing the hard drive), I already done the same day the problem had started.  It passed, and it had me thinking it's okay now only to get annoying message I told you about.

OK ... but I looked through your post again and I did not see where you did the disk test and told us the results.

 

This error you are seeing is when the reset fails to complete properly -- and that is nearly always due to a failing drive.

 

Which is why I mentioned the need to do a disk test.  If you have done the test, then I do not know why the laptop now does not work.

I went to where it says component test that where I tested the hard drive and I did the extensive test (Smart check, Short DST, Optimized DST, Long DST).  But when I do the system test instead, that's where it fails because it can't get pass the battery test.

So basically outside of being able to navigate in background areas like that, I'm stuck in the loop.

Okay over the weekend, I was able to format a suitable flash drive and I save the download of the Media Creation Tool.  From there I ran the program on a family members computer (after backing up his files to another drive), then I made the iso file for Windows 1O.  I saw that it changed nothing on his computer, so I put his files back on his computer.  Finally I went back to my computer to use the iso file for to reinstall Windows 10 and it worked I regained access to my computer.
