Welcome to the HP support community.
Recover the BIOS using a keypress combination

Turn off the computer, and then connect the power cord.

Press and hold the Windows key and the B key at the same time, and then press and hold the Power button for 2 to 3 seconds.

Release the Power button but continue pressing the Windows and B keys. You might hear a series of beeps.

I've completed the key combination and system is still cycling on and off. I had Best Buy take a look. They couldn't find the problem. Where can I send for repair. Please include phone number and address. I've tried on line but getting error 400 on my cell phone.

I request you to talk to HP support.
They might have multiple options to help you with this.
- Click on this link - https://support.hp.com/us-en/contact-hp?openCLC=true
- Select the country.
- Enter the serial of your device.
- Select the country from the drop-down.
- Click on "Show Options".
- Fill the web-form. A case number and phone number will now populate for you.
