HP notebook 15-bn070wm

I have an HP notebook 15-bn070wm and when I push the power button, it won't start. All that happens is the caps lock light blinks 3 times. I have tried unplugging cord and battery and holding power button for 15 seconds and I have tried holding the windows button and B button and power for 2-3 seconds. No luck. Please help!

According to HP Blinking codes, 3 blinks indicates memories problem.

Have you try to remove the volatile memory (RAM) and clean the it's port or try to change the Ram. Your computer should boot with new rams if cleaning is not working.

I cleaning it and put it back together. Still won't start, but it does beep once when I unplug the charger and leave the power on. I can tell the laptop is getting power because the power light is on and the charging light blinks when it is unplugged. The caps lock still blinks 3 times.
