There is a possibility that this is Static Electricity -- which you would get from sliding your feet on a carpet before touching the laptop.
If you have an uncarpeted floor, then I would put something there to hold the laptop and see if you still get a shock. IF you do, this is then a serious safety hazard -- and you should contact the seller to return this for a refund. You risk harm to anyone touching it and the laptop shorting out.
