Laptop in loop

I tried to factory reset the laptop, but it got an error message. 
and on startup the HP logo stays on the screen for a long time and then the laptop automatically reboots 
and it does this all the time.
I have already tried to reset the laptop with the f11 key, 
but then I keep getting the message that there is a problem with the reset of the laptop.
it has Windows 10 on it.
I tried to reinstall windows from a usb drive that has windows 10 on it, but it doesn't read the usb drive.
Does anyone know if the laptop is salvageable?
