The most likely reason for that message is the hard drive has failed. If you check in the startup menu and run the diagnostics for the hard drive, that will tell a better story. With the PC off, start tapping the Esc key then press the start button. Keep tapping the Esc key. A popup menu should appear. Pick run diagnostics from that menu and report back with the results.

Since the drive passed the diagnostics, then it could be any other of these reasons causing this error.
1) Check to see other devices have media in them, such as a card reader with a card in place or a DVD/CD in the drive
2) Look in the BIOS to see if the hard drive is listed as the first boot device
3) The boot manager has been corrupted and needs to be corrected. Try using the repair function on the Windows install media.
Boot to the install media and pick repair instead of install. If this step fails then reinstall Windows 10.

With a working PC, scroll down to the "Using the tool to create installation media" and follow the directions, then boot this problem PC to that new media.
