My laptop makes a whirring noise sometimes upon turning it on.  Sometimes I manually turn it off and back on, or I will just proceed with login and the noise eventually stops.  Other times, with no apparent warning, my total screen will fill with static activity, obscuring my current screen.  I purchased the laptop online from Costco 1/1/2021.  I don't know which board is appropriate, so I will pick one to hopefully get a response.

1. Fan Noise on Startup

It’s normal for HP laptops to spin fans loudly for 5–20 seconds at startup. But if it continues or returns frequently:

  • Clean the vents: Dust buildup can cause overheating and fan strain.
  • Update BIOS: A newer BIOS may improve thermal management.
  • Use HP Command Center (if available): Adjust thermal profile to reduce fan noise.

2. Screen Static or Flickering

This could be due to:

  • Outdated or corrupted graphics drivers
  • Loose display cable or failing screen hardware
  • BIOS or firmware conflicts

Try these steps:

  • Connect an external monitor: If the external display works fine, the issue may be with the laptop’s screen or cable.
  • Update graphics drivers: Use HP Support Assistant or visit your model’s driver page.
  • Run HP Hardware Diagnostics: This tool checks for display and GPU issues.
