My laptop only charges when it's off. I've tried different chargers (AC and USB-C), tried uninstalling the ACPI options, and updated the BIOS

Have you checked for updates? A handy tool called HP Support Assistant can help you. If that fails to address your issue you can try to calibrate the battery here.
