My laptop sometimes randomly restarts with an error code 0xc0000225, i tried to fix the issue with resetting it, but the windows recovery environment isn't found. After that i tried downloading the missing winre.wim file and enabling it in the command prompt, but it doesn't work. can anyone help me how to install the windows recovery environment?

This appears to be Windows boot corruption. If you don't have any important data, create a bootable USB using Microsoft's ISO (download from their site) and Rufus software on another PC/laptop, then perform a clean Windows install.

To boot from USB, first disable Secure Boot in BIOS (set Easy Supervisor Password if the option is grayed out). If F12 Boot Menu is available, enable it to select USB by pressing F12 when hp logo appears; otherwise, set USB as first boot priority in BIOS. Install Windows on the SSD, then remove USB and reboot.

is there a way to do this without deleting any data

Boot into bootable USB then click on Repair this PC and try to perform repairs mentioned their like system restore point, startup repair, etc. Of that doesn't work then you need professional help to fix it without deleting data. Since it's not hardware related local shops can also help. In case they found something wrong with hardware then visit nearest hp service center.
