After an update, my laptop would no longer power on. On the sides of the laptop, the adapter indicator and power indicator lights are on. The power indicator light above the keyboard does not light up. After a while, the screen finally came on with a message that says "Programming PEI region" and a logo of 3 gears. The laptop does not change from this screen. This laptop is not used for anything besides Netflix and word documents for school work. Any assistance would be greatly appreciated.

Try connecting a different monitor and check if it works fine?
Check if you can boot to BIOS
Follow the below steps to boot into BIOS page.
1. Turn on or restart the computer.
2. While the display is blank, press the f10 key to enter the BIOS settings menu.
If you can boot to BIOS.
Click on this link: https://support.hp.com/in-en/document/c04718479 and follow Computer Does Not Start.

I connected it to another monitor with an HDMI and the screen was either blank or displayed the "Programming PEI region" error. It also did not let me go into the BIOS menu when I first had the issue. However my laptop is powering on and working properly today; not sure what the issue was but I appreciate the reply.

This is a hardware issue with the laptop.
I would personally suggest you contact our HP Support for one on one interaction.
Please use the following link to create yourself a case number, then call and it may help speed up the call process:
Step 1. Open link: www.hp.com/contacthp
Step 2. Sign in / sign in as a guest
Step 3. Enter the product number or select to auto detect
Step 4. Scroll down to "Still need help? Complete the form to select your contact options"
Step 5. Scroll down and click: HP contact options - click on Get phone number and phone number appear.
