Microsoft Windows 10 (64-bit)

I am helping a friend with her laptop, and it's stuck on Windows version 1909.  I made sure the drivers are up to date and disabled McAfee.  After multiple tries with various errors, I'm about to drop it out a 2nd floor window.  I even wiped an old laptop drive & removed the partitions.  Using both a bootable USB flash drive and a CD, the video scrambles and I can't see what is happening.  What's interesting is that I had no problem with an old 1803 CD installing Windows, but I'm back to the fact that the latest update will not install, even using the MS Update Assistant.  Keep in mind that this is a clean install & yet will not update.

Any ideas?

When you boot from Windows install media, it uses generic drivers that work on nearly everything -- so if there is no useful video, that indicates a serious video hardware issue with the laptop -- and no amount of forcing Windows onto it is going to fix that.
