Hello so my laptop is running well and certin applications wont open anymore. So I tried to do a factory reset. I went into the setting and clicked on the get started botton and nothing happend nothing opened nothing. So i tried to rest through the recovery start up menu by pressing f11 and doing it that way. The process started and got to 9% and and error poped up and said an error occored and the process was cancled and no changes were made. So i need some other ideas on how to factory rest my laptop

Using F11 did you use choose Reset -or Recovery Manager and choose System Recovery?

Might be a good idea to run Diagnostics and test the hard drive and memory. Immediately after powering on start tapping the Esc key. This will open a menu where F2 System Diagnostics is an option. Tap F2 key and run the tests.

Trying to find your Service Manual. Pavilion 17-9121gw is not found at HP site. Check your Model again please.

If you don't want to order Recovery media you can use free option offered by Microsoft.
Your Windows 10 license key is embedded in BIOS and you can reinstall Windows without Recovery Media. Microsoft provides the free Media Creation Tool to download files and create a Windows 10 usb flash drive.Big advantage is you will have latest updated version of Windows 10. At least 8gb flash drive required:

Select Download tool now, and select Run.
If you agree to the license terms, select Accept.
On the What do you want to do? page, select Create installation media for another PC, and then select Next.
Select the language, edition, and architecture (64-bit or 32-bit) for Windows 10.

When the flash drive is prepared insert it in a usb port. Power on the laptop and immediately start tapping Esc key. From the menu tap F9 key and use the arrow keys to move to and select usb. Tap Enter key.
When installing and you go through first few screens- choose Custom not Upgrade. Continue with installation.It should pickup the key from BIOS but if it asks at any point just choose "I don't have a key". It will continue and should activate once you are online.
This will not include the original software from HP but most of it can be installed from your Support page linked above.

@CherylG So I got a usb drive with windows 10 on it and when i go through the start up menu click on usb hard drive- sandisk it loads for a bit and than it says pc ran into a problem and then my laptop restarts. So is there any other way to do this

1-Did you replace the bad hard drive?
2-If so is it recognized in BIOS?
3-If you didn't replace the hard drive-it seems a little odd that the Win 10 installer would stop at the point it does. Normally it would report no drive found to install Windows. I have, however, seen a bad hard drive cause a no-boot.
4-If you haven't replaced hard drive will the laptop boot without the usb flash drive?
