I go into Launch Startup repair and wait for all the files to load then it takes me to the blue screen where the options to reset the laptop are supposed to pop up but they never do and it just sits on that blue screen.

Welcome to the HP Support Community.
You can try resetting / restarting the device by pressing and holding the power-on button. Press and hold this button for 5-6 seconds until the computer powers off completely. If you have an external battery, make sure you remove the PC battery as well.
Reinsert back the battery and start the device. Attempt to load the Start up recovery (F11) again and check if any improvement.
If the issue persists, you will have to reinstall Windows via other means because the recovery partition which holds these recovery options may be corrupted.
