Locked out of hp pavilion notebook

I’m locked out of my laptop and have been unable to access for over a year.  I’d be happy if I can just factory wipe at this point.  Can anyone help me. 

the admin password Or power on password I cannot remember for the life of me and I keep receiving the following code. Can anyone help me please?!

3) Enter the serial of your device. 
4) Select the country from the drop-down. 
5) Select the chat or get phone number options based on your preferences. 
6) Fill the web-form and proceed further.
