I do use a HP ZBook 17 en frequently during starting Windows 10 PRO asks whether I like the Background image they are sending. If I do like/dislike it is not possible to use the fingerprint driver to logon anymore.
I reported this a number of times to Support but recently I remembered that this is only happening if windows is asking about like or dislike a background image.
Normally after that I have to re-install the Validity Fingerprint Reader 495 driver
This driver was put on my computer during one of the discussions with HP Support and was put on my system as follows:
c:\driver fingerprint495\4JR6M\Setup
Although running this will give me back the fingerprint, but it is annoying and delaying.
Does anybody knowing how I can fix this problem

I wonder whether you have the correct fingerprint Driver installed.
What is the Hardware ID of the fingerprint reader?
How to find:
Driver Hardware Ids of Biometric Device
and/or
HP PCs - Device Manager Information (Windows 10, 😎
Consider picking a background for your login "Lock Screen" image and using that one image rather than letting Windows provide the image(s).
For example, you can choose ONE of the Windows provided images
OR
You can use an image / photo of your own that you have saved on the computer.
Windows key > Settings > Personalization > Lock Screen
Under "Background" dropdown menu, Select "Picture" (so the image is static and does not change)
Select of the the pictures in "Choose your picture"
OR
Click Browse > open a folder in which you have saved some favorite pictures >
Select one of the .jpg files (photos) in your collection
