This laptop was running extremely slow and constantly freezing. While looking for options I was recommended to do a "recovery/ Reset this PC" I let it work its magic, and now; the camera is not working. I bought and installed a new camera thinking it was the hardware, but it will not even show it in the device manager. I had tried every You Tube tutorial I can find and even everyone in here as well. In a 1-10 my skill level is a solid 3, this is obviously above that. This is an old computer, but I need to fix the camera because I need it for me remote appointments with the VA.

I really wish folks would QUIT recommending resets as problems solvers -- as they can easily do more harm than good.
Slow and freezing PC, especially one that is a few years old, nearly always means a failing internal drive -- and forcing a reset in those situations is nearly always guaranteed to "brick" the PC. In your case, it looks like it worked -- to some degree -- but it also looks like one or more of the HP drivers did not get restored.
The only way I know to restore the drivers is to use the HP Support Assistant to contact the HP product page for your PC and download the drivers.
