Hello, I used to have a toasted laptop too.

First, bios stuff is rather shady. Even if the bios is actually causing issue, you can bake a workaround.
It is a very simple and generic issue but you may not find answers on HP forums. Better to head to Reddit instead.

So what you've experienced is common because the power management of the laptop is automatic but you probably have your OS that wants to install/update stuff.
The best solution is to get your hands dirty and find the culprit. (either update all the stuff - kill the faulty process if it's not a windows one... )

If you cannot, the simple solution is to lock the maximum CPU speed to an average of 2GHz (similar to "disabling turbo"). You can achieve this simply by power options "max cpu speed" but it is usually hidden in recent w10 versions, so you can do it with... let's say intel XTU. I don't know if there are easier programs. A more touchy workaround is to set a "speedshift" factor of 255. you would better google it to find how to do it.

It is a trade off between time to apply the solution and performance drop while actually not suffering from a toasted laptop

Additionally, setting HP COMMAND CENTER to comfort profile will start the fan sooner (at the cost of a lower power mode)

I know this is pita when your laptop does not act like you want.

everything works fine when the charger is not connected as soon as I plug in the charger the laptop starts to heat and temperatures touch up to 99 this thing occurred recently previously when I played gamed vehicle being connected to the charger nothing would happened but since last 3 days whenever i connect my charger while playing a game the temperature rises very much

Ok, this doesn't sound like a windows issue.
Unfortunately, most of the admin options we used to have in W7 are well hidden in the registry. It is understandable as it offer a simpler user experience.

Therefore you must act to limit cpu speed above a certain frequency... I don't know maybe from 2 to 3GHz.

Googling for you

sorry its not working even after limiting the speed the heat touches 97 when plugged in
