Sooooo I’m only using my new elitebook for just a month now, since the first time i’ve used it, when I shut it down, the screen will turn off but the status lights are still on and will never turn of if I won’t turn it off on the main power button... I tried everything to resolve this problem, I rebooted my laptop, I updated the BIOS, I updated the firmware, but still won’t make any difference. I need help to fix my laptop ASAP

Yes, it is safe to do it occasionally. It is kind of an emergency power-off when the operating system experiences issues and is known as hard reset/hard restart.

With Windows 9x, XP, Vista, 7 - when you shutdown your PC it completely powers down and stops the operating system.
With Windows 8 (and now with Windows 10), Microsoft introduced something called Fast start-up which resembles the hibernation and is somewhat semi-shutdown. It is turned on by default in Windows 8,8.1 and Windows 10 and is a setting that helps your PC load faster after you choose the option called "shutdown". It's a trick (compared to Windows 7 and before). You can read more about it here:

Since you have issues with this, it means some application or driver you have on your PC fails to stop and fails to go into "hibernation" mode. Generally speaking and also in your case, best would be to DISABLE and STOP this option "Fast start up"
Please, read the articles and do it. After you do it, save the changes, RESTART your computer and let's see if any difference.

I've done it already but it didn't change anything
The problem is, when I turn my laptop off. the screen turns off (completely black) but the status lights are still on, and will NEVER turn off if I won't force it through the power button.

So, even with Fast startup option DISABLED, you still experience the issue ??
What you describe is that the PC tries to be shut down but it never successfully reaches this state.
- Try updating Windows and drivers >> here is how to do it >> http://support.hp.com/us-en/document/c03330139
- Try updating your BIOS/UEFI >> here is how to do it >> https://support.hp.com/za-en/document/c00042629
- Once done, restart the PC and try again
If you did the updates and the issue persist, post me a log of Autoruns so that I see what starts along with your PC - it might be some 3rd party application:
Download Autoruns (from Microsoft) from this URL => http://live.sysinternals.com/autoruns.exe
Information about the product => http://technet.microsoft.com/en-us/sysinternals/bb963902.aspx
- Save the file on your Desktop
- Run Microsoft Autoruns with Administrator rights (right click -> Run as Administrator).
Agree with the standard license agreement from Microsoft.
- Once Autoruns is started, it will need some seconds (could be a minute) to gather the snapshot, wait for it.
Once it is ready, you will see the word Ready in the lower left side.
- Click on Options
Make sure that only the following are selected:
- Hide Empty Locations
- Hide Windows Entries
- Click on Rescan button or click on File -> Refresh to rescan the system.
It will need some seconds (could be a minute) to gather the snapshot, wait for it.
Once it is ready, you will see the word Ready in the lower left side.
- Finally, click on File -> Save
Save the snapshot on the desktop in .TXT file
Open the newly created TXT log file.
Mark and Select all of the text (e.g. CTR+A), copy it and
visit http://pastebin.com/ to paste it there
Create new paste and give me the URL to see the log file.
