Operating System: Microsoft Windows 11

I have recently bought an HP Notebook it has an intel i5-1235u and a NVIDIA MX550. I used it for about 1 week it worked  fine but after about a week its CPU Speed keeps getting locked/limited at 0.39GHz, It lasts for about 10 minutes and fixes itself it keeps happening again and again randomly while I am gaming. It starts become really slow and when i open task manager the CPU speed is limited/locked and stuck at 0.39GHz. 
I have tried all sorts of fixes from Power plans, Windows Updates, Driver updates, Windows reset and what not.
