This PC is slower than a snail during start-up it load forever. Even opening any App or MS products such as Outlook, Word, Excel even launching the Microsoft Edge, it loads forever. At times it will give me message of apps not responding.

 

This is extremely frustrating... kindly assist!

You bought a wrong machine for your needs in the first place. Definitely it has

 

1. A slow CPU,

2. Tiny amount of RAM,

3. A slow storage device

 

Therefore the HDD simply spins itself to death. You can not upgrade CPU, you MAY BE able to increase RAM and get better storage device. My suggestion saving more money to buy a better machine
