Product: HP Spectre x360 16 inch 2-in-1 Laptop PC 16-f1000 (508S1AV)

My Hp Spectre freezes when I ask it to restart. The dots on the little wheel keep turning but nothing happens. It does not respond to Ctrl Alt Del

 

In addition the Shutdown button doesn't work, Outlook freezes on entry as does Windows Explorer.

 

Does anyone know of a general diagnostic tool which could help ?

 

Any thoughts please ?
