I was trying to Upgrade Windows 10 to October 2020 Update via Clean Install. It says: There isn't enough memory available to create a ramdisk service. What should I do?

First off, I would advise against forcing a 20H2 install on an HP laptop. Some folks have done that and reported serious drivers issues as HP has yet to issue driver updates for laptops for 20H2.
Second, when you say Clean Install, are you booting from the install media, or are you trying to do the install from inside Windows?
