 Hi

-I dont know but Yesterday my laptop suddenly got lag then i restart it. After that i feels something wrong because laptop run slower than usual, when i checking with Task Manager it show that CPU speed just around 0.8-0.9ghz and max usage is about 30-37% even when i run game or benchmark, stress test and temp max is 50-60*.

 - i was try to reinstall windows, update BIOS, driver, adjust power options but no use.

If it only happens on battery the Enable Turboboost on DC may be disabled in BIOS.

Other possibilities might be Advanced settings in the Power plan -> Processor Power Management -> Maximum processor state

You can find the Power plan settings in the Control Panel

WinKey+R -> type control and hit Enter -> Power options

I already disable  Enable Turboboost on DC and Turboboost  in bios and increase both Maximum processor state and minimum oricessor state to 100% but CPU still the same.

Does it happen on AC and DC?

Did you receive any updates just prior or install something else?

(Settings->Windows Update->View installed update history)

One thing to try would be to create a new power plan and see if it would clear things up.

You can dump the settings and tweak with the powercfg command from command line if needed.

Did you try changing the DPTF (Dynamic Power and Thermal Framework) setting in BIOS (if you have one)

You could check the Device Manager and see if there is a driver for DPTF and try to search for an update.

You could Install Intel's XTU so you can see what is causing the throttling to maybe lead us further:

https://downloadcenter.intel.com/product/66427/Intel-Extreme-Tuning-Utility-Intel-XTU-

With it you can e.g. see  if it is the current, power consumption, mb temp or the cpu tdp limiting the speed and see that all the necessary technologies are enabled.

You can add parameters to display using the tiny wrench icons.

As a final resort there is the ThrottleStop program that let's you tweak the settings manually, but I would advise trying to find the root cause and fixing it.

-Thank you for the long guide i really appreciate.

-This problem happened both with AC plugin or i using with battery only.

-first time my laptop got lag windows perform some update after restart. But i was try to reinstall windows 2 times and CPU still slow.

- I tried to create new power plant too and have no effect.

-I cant see any device name Dynamic Power and Thermal Framework in devices manager, or Bios

-about intel XTU here the picture aaaaa.png

package TDP maximum at 5-6W even when running 100% but when i see spec on CPU it should be 15W

-i tried to use ThrottleStop to disable BDprochot and adjust voltage like some guide about this problem but CPU still that.

-Wierd that today my CPU run max at 1ghz not 0.8mhz like yesterday

Too many things changing at once..please forget the Throttlestop for now and try to find the reason.

Do you see the throttle reason in XTU when you run the benchmark. It usually blinks in yellow. Select enough parameters to be on the graphics and numerical displays first.

I can't see any pictures until they pass the censorship (probably in the evening European time).

As you have already tried re-installing Windows the cause is probably within the computer.

If you can't get anything definitive out of XTU I would try the following:

1. The forced reset procedure

https://support.hp.com/in-en/document/c01684768

and if that does not help:

2. Take note of the current BIOS settings and reset the settings to default

Test and adjust the settings as neccessary (back to how they were earlier)

-Here the picture about benchmark test on XTU : https://imgur.com/a/HMgD9

-I just got Current limit throttling always Yes

I can see that XTU is recommending to disable Turbo Boost Short Power Max Enable for some weird reason.

The settings seem to be messed up.

After resetting the BIOS and if no help you may even try disabling Turbo Boost temporarily (if there is such a setting in your BIOS)

What CPU do you have?
