Hi @Dqc3ey

Welcome to the HP Support Community!

Thanks for posting your query! We're here to help you get back up and running.

That sounds incredibly frustrating—your laptop’s CPU speed dropping to 0.19GHz can cause serious lag and performance issues.

This is often related to power management settings, thermal throttling, or BIOS configurations. Here are some steps to troubleshoot:

1. Disable CPU Power Throttling

  • Open Control PanelPower Options.
  • Click Change plan settings next to your active power plan.
  • Select Change advanced power settings.
  • Expand Processor power managementMinimum processor state.
  • Set both On battery and Plugged in to 100%.
  • Click Apply and restart your laptop.

2. Check for Thermal Issues

  • If your laptop is overheating, it may throttle the CPU speed.
  • Use HWMonitor or Core Temp to check CPU temperatures.
  • If temperatures are high, clean the cooling vents and consider reapplying thermal paste.

3. Update BIOS & Chipset Drivers

  • Visit HP’s support page and enter your laptop model.
  • Download and install the latest BIOS update.
  • Also update chipset drivers from HP’s website.

4. Run Windows Performance Troubleshooter

  • Open SettingsSystemTroubleshootOther Troubleshooters.
  • Select Power and click Run.

If the issue persists, you may need to reinstall Windows or check for hardware failures
