HP Recommended

So my laptop that they gave me at the I think they Erased  everything  of it but I just can with can your guys please help me to see what the problem please

 

I have try to see if i can get it normal or reset it but the option  is not here see  and is not working should I take it to a shop so they can fix or what do I need to get to fix it
