HP Laptop 15-bs0xx, windows10 64 bits
Power surge blocked out part of hard disk in write protect and inaccessible.
Windows files are fine and accessible but all data files are inaccessible.
Attempt to access indicates, no permission to any one.
Anyway to remove write protection?

I don't even see how this is possible -- as the wall power only goes to the laptop charger and from there, the charger sends DC current into the laptop. There is simply no way a power surge can pass through the charger into the laptop, as if it was severe, it would short out the charger.
My guess is that you drive failed at the same time purely out of coincidence -- as drives fail all the time.
As to part of it being in write protect mode, read/write permissions are granted on partitions, not on blocks of files. So once again, this sounds like a failing drive -- and the best thing for you to do is remove it from the laptop, connect it to a working PC and try to recover your data files. You will not be able to recover applications or settings from the drive.
