Just bought this laptop (HP Notebook - 15-bs031wm) 3 weeks ago and from the get-go it is ridiculously slow. Start up is 10 minutes, starting Chrome is 15 minutes, starting Word is 15 minutes, opening Explorer is 5 minutes, going from one page to the next on the Internet is at least 5 minutes. Chrome shows frequent "not responding", Word, Excel, Acrobat the same or they simply crash.
I have literally done everything I could find to speed up, tune up, torque up clean up this laptop but it's still so slow that I have to get a coffee and lunch while a new web page or Word document tries to open up. Surely this is not normal and I am certainly not exaggerating it. I tried the "Support Assistant" which is useless. I don't know who to call. If there is anyone out there with the same problem and fixed it, please reach out and let me know how to deal with this.

Some ideas -- and how to contact HP Technical Support...
The "drag" might be something as simple as the Windows Indexing dragging its tail in the dirt.
You can check to make sure the Search Index setup is not trying to search a non-existing folder location and / or a location or file type that is taking more resource and time than it is worth.
Control Panel > icon view > Indexing Options
Click Modify
and / or
Click Advanced
Know that the latest Windows doesn't usually (by itself) mess up the settings or locations used for Indexing (creating a search index). If you do not find anything of import or anything suspicious, this is a "normal" finding and just indicates that the Indexing is not the source of your troubles.
and / or
Right-Click the Taskbar > select Task Manager > tab Processes to see an overview of what the computer is doing. There are other tabs, too, and additional information that can help you find resource hogs.
There are lots (and lots) of how-to articles on the 'net that explain how to use the Task Manager.
Use your favorite search engine and search for (something like) "windows 10 task manager" to find information.
There are other things to try - Diagnostics can be run on the hardware, though a three week old computer should be healthy.

If you purchased the computer directly from HP, the "return" window might still be open. Whether that is true is dependent on your location on the planet and any local purchase rules, of course. Contact HP Sales and speak with a sales representative.

If the problem has persisted in spite of all attempts to fix it, you can certainly contact HP Technical Support. If you purchased the computer from HP or an authorized retailer (and not off the back of a truck, for example), the computer hardware is warrantied against several types of issues. It is worth speaking with an support agent to make sure your computer is actually doing its best.

- Use the serial number of the device to submit the case (do not post that information on the Community).

- If the HP Contact (phone) number is not immediately provided: Contact information is displayed on your screen after you submit your case online.
- HP websites are the only ones allowed to use the HP copyright circle/logo. Look for the copyright on any website claiming to be HP. If in doubt, scroll to the bottom of the Website to find HP copyright logo.

Thanks for the extensive reply - appreciated.
It was not the indexing or anything else but the fact that when I purchased this computer (new from Walmart) it had 4GB of bloatware, apps and extensions on it! I downloaded a utility called CleanMyPC and it found and erased all the rubbish that was on this computer. I have no idea why new computers are pumped up with lots of stuff I don't want and need but these were all somehow running in the background. After it was all cleaned out, computer runs fine. I can recommend this to anyone who buys a new computer. Check the useless stuff that sits in the background and get rid of it!
