Normally notebooks have one (or two) USB ports which allow us to charge our phones/tablets when machine notebooks OFF. You can disable that if you wish from BIOS

  1. Go into your BIOS.
  2. Go to power management.
  3. Look for the setting labeled either EUP or ERP.
  4. Enable it.
  5. Save setting and reboot your pc. It should disable usb ports when the pc is off.

Regards.
