Recovery needs to be repaired operating system cannot be loaded required files missin. I made a 10 and 11 bootable but it’s still giving the message file:\windows\system32\boot\winload.efi error code0xc0000098. You’ll need recovery tools

I understand you're encountering a black screen with an error code 0xc0000098 related to winload.efi when trying to boot your HP laptop, even after creating Windows 10 and 11 bootable USB drives.
The error code 0xc0000098 typically means that the Boot Configuration Data (BCD) is missing or corrupted. This prevents Windows from loading properly.
Let's walk through the steps to resolve this.
Boot from the Windows Installation Media
- Insert your Windows 10 or 11 bootable USB into the laptop.
- Power on the laptop and immediately press the Esc key repeatedly (once every second) until the Startup Menu opens.
- Press F9 to open Boot Device Options.
- Select your USB drive and press Enter.
Access Command Prompt
- On the Windows Setup screen, select your language and click Next.
- Click Repair your computer (bottom left).
- Choose Troubleshoot > Advanced options > Command Prompt.
Rebuild the BCD
In the Command Prompt, type the following commands one by one and press Enter after each:
bootrec /fixmbr
bootrec /fixboot
bootrec /scanos
bootrec /rebuildbcd
If you get an “Access is denied” error on bootrec /fixboot, try this:

Restart Your Laptop
Type exit and press Enter, then click Continue to boot into Windows. If successful, your system should now load normally.
If the Issue Persists:
You may need to perform a System Restore or Reset this PC from the same Advanced Options menu.
