My hp laptop screen is stuck in a loading screen and its not recovering

The laptop after Windows  10 1903 update  ..

 

started loading and Hp Diagnosis screen come and asked to repair but any options come out it is not going anywhere tried to use windows bootable USB  to repair but failed.

As you have stated that you have already tried Windows bootable USB. Nothing worked.

 

In that case, you will have to order a recovery media: Click here for steps.

 

Or you may also attempt to download the same using the steps on this link: click here

 

Or you can try to perform the HP cloud recovery.
