Thanks for reaching out about your query regarding Windows Boot Issues on HP PCs! 

We're thrilled to have the opportunity to assist you and provide a solution.  

  

If your Windows PC won't boot up and gets stuck on the HP logo with a "Preparing" message and a spinning circle, you can try the following steps to troubleshoot and fix the problem:

Hard Reset

  • Turn off the computer completely by holding the power button until it shuts down.
  • Disconnect all external devices and peripherals (USB drives, printers, external hard drives, etc.).
  • Unplug the power cord from the PC.
  • If using a laptop, remove the battery if possible.
  • Press and hold the power button for about 15 seconds to discharge any remaining power.
  • Reconnect the power cord (and the battery, if removed) and turn the computer back on.

Boot into Safe Mode

  • Turn off the computer and then turn it back on.
  • As soon as the computer starts, press the F8 key repeatedly until the Advanced Boot Options menu appears.
  • Select Safe Mode and press Enter.
  • If the computer successfully boots into Safe Mode, you can try performing a system restore or running a malware scan.

Perform a System Restore

  • Boot into Safe Mode as described above.
  • Open the Start Menu and search for "System Restore".
  • Follow the prompts to restore your system to a previous point in time when it was working correctly.

Run Startup Repair

  • Turn off the computer and then turn it back on.
  • As soon as the computer starts, press the F11 key repeatedly until the HP Recovery Manager screen appears.
  • Select Troubleshoot > Advanced options > Startup Repair.
  • Follow the prompts to repair the startup issues.
