HP 17.3 inch Laptop 17-cn3165cl (7G773UA)
Microsoft Windows 11

The SSD hard drive went out on the laptop.  I've purchased a new SSD drive and have it installed.  I created a installation USB for Win11 from the Microsoft site.

It starts the installation but then gets to a part and says it must connect to the internet to complete the installation.

There's no network drivers installed so it can not connect.  I downloaded the drivers from the HP site on another USB, but it's the .exe version and the actual 'driver' is embedded within the .exe so it laptop/installation does not see a driver on the USB to install.

How/where can I create an Installation HP Windows 11 USB that has the drivers built in???

You can extract the exe file into a driver folder using the free 7-Zip file utility.

7-Zip

Then you copy the driver folder to a USB flash drive and browse to the setup information file in the folder to select the correct Wi-Fi driver.

Your notebook is supported by the HP cloud recovery tool which you can use to create a bootable USB recovery drive that will reinstall Windows, the drivers and the software that came with your notebook.

Here is an info link for how to use the utility.  You will need a 32 GB USB flash drive for this.

You can download the software from the Microsoft Store:

Since you have to use the software on another PC as yours is not working, you will need to enter your notebook's product number in the tool's search window in order to proceed to make the recovery media.
