I have a Spectre x360 convertible 13t-ac000 CTO, and the solid-state drive was accidentally reformatted, writing all 0s. I have a recovery USB that I made some time ago, and it will not reinstall the OS.
a. Is it possible to order a factory recovery image from hp?
b. If not able to get a factory recovery image, what other constructive suggestions would someone have?

Did you check to see if your notebook is supported by the HP cloud recovery tool?
HP Consumer PCs - Using the HP Cloud Recovery Tool in Windows 11 and 10 | HP® Customer Support
If it is, you can use that to create a bootable USB recovery drive that should reinstall W10, the drivers and the software that originally came with your notebook.
You will need a 32 GB USB flash drive for this purpose, and if your PC is not working, you will need to have access to another PC running Windows 7 64 bit or newer.
I do not see where you can order recovery media from HP, but this vendor has a kit.
