Upgraded my HP Mini 110-3098nr PC to Windows 10 and is slowed to nothing. went back to Windows 7 starter obtained on web. I do not have the original product key for Windows 7 starter.
Can it be obtained from HP?

Basically NO -- as HP does not keep records of individual product keys associated with individual PCs.
Unfortunately, a lot of the older Win7 PCs, especially those running 32-bit Win7, do not fare well being forced into Win10.
Also, the Win10 Upgrade is know to corrupt the HP Recovery information, so rolling back now to Win7 is not going to work.
It's also possible the Win7 Starter you obtained from the Web is Retail, not HP OEM, so your OEM product key is not going to work with that version.
HP Recovery Media is a set of DVDs and a CD, or USB stick, that will erase the hard drive (removing all data, settings, and applications, reinstall the original OS, drivers, and some HP Utilities.
In some cases, you may be able to order a USB stick instead of disks. You have to order these from HP; they can not be downloaded.
You can look online for Recovery Media starting with the linked paged: http://support.hp.com/us-en/drivers
Once there, input your Product name or number. On your Software and Drivers Download page, select your Operating System and and Version. Click "Update". If HP Recovery Media is available for your machine, down near the bottom of the page, you will see an entry for Order Recovery Media-CD/DVD/USB. Click the "+" symbol to expand that entry and click on Order Media for details.

will post how it turns out after I recieve the USB

That solution did not work.
the http://www.computersurgeons.com/ and ordered a recovery USB did recover but still needed new key.
called microsoft and they sold me a windows 7 home premium download and new key for $40 and it worked.
