HP Recommended

Windows 11 does not "work". If I had to explain it would take for ever. It just does not do what it is supposed to. Like come back out of sleep mode if in sleep mode for more than an hour?

You should be able to use the HP cloud recovery client utility to create a bootable USB recovery drive.

 

Here is an info link for how to use the software.  Pay particular attention for how to reinstall the drivers and software.
