I just purchased a laptop anHP spectre for my inspecting business. Upon purchase the owner showed me everything was working. I loved what I seen so I purchased the laptop. Upon returning home I rest everything fresh . A blue screen came up asking for a recovery key. I reached out to the previous owner they didn’t know it nor did they have access to the email they used to register the device. I can’t use it unless I have a recovery key. I have they ID drive label and everything is there a way to bypass or reach out to HP themselves provide product info and get a recovery key?

If are referring to a BitLocker recovery key, you will have to get that from the person who sold you the PC.
HP does not have any records of Microsoft Windows product keys or BitLocker recovery keys.
Now, it is possible when the seller set up the PC during the process and used a Microsoft account, the BitLocker key was exported to the seller's Microsoft account and the seller can retrieve the recovery key from their account.

If the person cannot retrieve the BitLocker key, your only option would be to reinstall Windows on the encrypted drive.
HP does not have recovery media for your PC, but this vendor has a recovery kit:
Your other option would be to clean install W10 by making a bootable USB installation flash drive with the Microsoft Media creation tool from the link below (2nd option).
